The China arrival card vs hotel temporary residence registration (住宿登记) question has one answer: they’re two separate duties. The arrival card is handled at the border and doesn’t register your stay with police. Hotels register you at check-in and report your details to police within 24 hours. For any other stay, you or your host must register with police within 24 hours of arrival.

China Arrival Card vs Hotel Temporary Residence Registration
Handing in the arrival card doesn’t cover police registration. The card is dealt with at the border. Registration records where you sleep.

| Aspect | Hotel stay | Non-hotel (private) stay |
|---|---|---|
| Who registers you | The hotel, at check-in | You or your host, within 24 hours |
| Legal basis | Article 39, Exit and Entry Administration Law | Article 39, Exit and Entry Administration Law |
| What you get | Proof that the hotel reported your stay | Proof of registration with the local public security organ |
| Deadline | Within 24 hours of your arrival | Within 24 hours of your arrival |
| Where it happens | Hotel front desk | Local police station or online |
Have the full address of your accommodation ready, because you need proof of it for registration — the same hotel address you declare on the arrival card should match your paperwork. Ask the front desk to confirm that the report to police has been made.
The 24-Hour Rule and Who Registers You
Who files depends on where you sleep, but the deadline is 24 hours from arrival. Article 39 of the Exit and Entry Administration Law sets the 24-hour rule.
In a licensed hotel, you show your passport at check-in, every guest each time. The hotel’s system sends your details to the Public Security Bureau (PSB) within 24 hours. Ask the front desk to confirm that the report to police has been made.
In a rental or a friend’s home, you or your host reports the address within 24 hours.
Registering a Private Stay Step by Step
Register within 24 hours at a local police station or online through NIA 12367.
Gather your documents
Prepare your passport and proof of your address.
Ask your host for paperwork
Get the host’s ID and a tenancy agreement or Real Estate Ownership Certificate. If your host is a Chinese citizen, the host’s household registration booklet may also be requested (a 2016 Zhejiang notice; also required for delayed registration).
Open an official channel
Use the NIA 12367 app, a WeChat or Alipay mini-programme, or s.nia.gov.cn.
Verify and file
Verify your identity, file under Accommodation Registration in Foreigner Service, then check Registration Record Inquiry.
Register in person if needed
If online filing fails for your address, register in person at the exit-entry administration window or your local police station.
Keep your record
Keep a record of your registration, which you can check under Registration Record Inquiry.
Online filing was piloted from 20 March 2026 in seven provincial-level regions and went nationwide on 21 September 2026, according to the NIA announcement. Confirm availability in your area with the NIA 12367 hotline. Digital filing has the same legal effect as visiting in person.

Missed the Deadline? Late Registration and Penalties
Registering after 24 hours can bring a warning and a fine of up to RMB 2,000 under Article 76. Accept the penalty at the local public security organ, then apply for delayed registration with your passport, the host’s household registration booklet and other required materials.

A new passport, visa or residence permit means updating your registration within 24 hours. A change of address must be updated promptly.
Keep the registration certificate, since a residence permit application requires a police registration certificate. If your visa requires a residence permit after entry, apply within 30 days of entry at the exit-entry department where you will live. To extend, apply 30 days before your permit expires (NIA guide, dated 1 April 2021).
Common Mistakes and Fake Registration Sites
- Not registering a private stay within 24 hours leaves it unreported. Register at the local police station or online.
- Paying a third party for a registration form costs you needlessly. The sources don’t state any official fee for registration, though commercial helpers charge for their own service.
- Sending passport scans or bank card details to unverified sites risks your data. Use only the NIA 12367 app, its WeChat or Alipay mini programmes, or s.nia.gov.cn.
This site is independent, not a government body. Copycat portals are a known problem in this space — see our guide to China arrival card scam websites — and check the registration rules with the NIA (hotline 12367) before you travel.

Frequently Asked Questions (FAQ)
China arrival card vs hotel temporary residence registration: do I need both in a hotel?
No separate step is needed in a licensed hotel. The hotel registers you when you show your passport at check-in and reports it to police within 24 hours. Ask the front desk to confirm. For the border side of your trip, our arrival card requirements for UK citizens explain who must file.
China arrival card vs hotel temporary residence registration: does transit change anything?
In a hotel, registration happens at check-in as for any guest. In a private flat, you or your host files within 24 hours. For transit-specific rules, confirm with the NIA (hotline 12367).
What’s the deadline, and which law sets it?
Registration must be completed within 24 hours of arrival. Article 39 of the Exit and Entry Administration Law sets this rule, and the NIA can confirm the exact wording.
What happens if I miss the deadline?
You can receive a warning and possibly a fine of up to RMB 2,000 under Article 76. After accepting the penalty at the local public security organ, you can apply for delayed registration, bringing your passport, the host’s household registration booklet and other required materials.
Can I register a private apartment stay online, and where?
Yes. Since 21 September 2026 online registration has been available nationwide through the NIA 12367 app, WeChat or Alipay mini programmes, or s.nia.gov.cn. If online filing fails, go to the local police station or exit-entry window.
What documents do I need at a private address?
Bring your original passport or Foreign Permanent Resident ID Card, plus proof of address: a Real Estate Ownership Certificate if you own the property, or a tenancy contract if you rent. Your host’s ID and property papers are also needed.
Does registration cost anything?
The sources don’t list an official fee for online registration. Third-party helpers may charge for their own service, so confirm you are using an official NIA channel before you pay anyone.
Why do I need the certificate for a residence permit?
A police registration certificate is listed among the documents for a residence permit application, so keep it with your passport.
